Retirement Processing Instructions and Information Booklet

Instructions on Filing for Retirement

An appointment is not required.

Service Retirement

  1. As required by Section 13-246 of the NYC Administrative Code your retirement cannot become effective on any date prior to thirty (30) days after physically filing for retirement. Contacting the Police Pension Fund to make an appointment for retirement processing DOES NOT constitute the start of the thirty (30) day notice as required by law.
  2. Try to make your appointment to file for retirement on your last work day before starting your vacation/accrued time or any time during your vacation/accrued time. You must be in this office to file for retirement BEFORE the start of terminal leave.
    You cannot start your terminal leave if you are out sick.
  3. If you have previously used terminal leave and do not have enough vacation/accrued time or are reporting back to work to fulfill the thirty (30) day notice, make your appointment for retirement processing thirty (30) days prior to your effective date of retirement. The pension counselor will have you report to the Police Pension Fund at a later date to turn in your shield and ID card. Your mace, helmet, MetroCard, etc. are turned in at your command. You do not turn in the patrol guide.

Disability Retirement

You will be assigned a date to appear at the Police Pension Fund. This date will appear on a Finest message to your command the day following your approval by the Board of Trustees.

Vested Interest Separation

  1. As required by Section 13-246 of the NYC Administrative Code your retirement cannot become effective on any date prior to thirty (30) days after physically filing for retirement. Contacting the Police Pension Fund to make an appointment for retirement processing DOES NOT constitute the start of the thirty (30) day notice as required by law.
  2. Make your appointment for retirement processing on your last work day prior to the start of your vacation/accrued time provided that your vacation/accrued time will fulfill the thirty (30) day notice required by law.
  3. If you do not have enough vacation/accrued time to fulfill the thirty (30) day notice and are going back to work, the pension counselor will have you report to the Police Pension Fund at a later date to turn in your shield and ID card. Your mace, helmet, MetroCard, etc. are turned in at your command. You do not turn in the patrol guide. You may take a 30 day leave without pay to fulfill your thirty (30) day notice.

Once Your Appointment for Retirement Processing Is Made Do the Following:

  1. Submit 28's to your command for all vacation/accrued time, etc. If taking leave without pay, you will need copies of the signed 28's when processed for retirement.
  2. The day you report to the Police Pension Fund is an administrative day. Notify roll call of your command to assign you to the Police Pension Fund. If you have previously used this administrative day, report to the Police Pension Fund for retirement processing on your own time.
  3. Have your command complete "Property Receipt-Discontinuance of Service" (Form PD 520-013).
    1. Make sure the form is signed by a ranking officer. The Police Pension Fund cannot process you for retirement unless the form is signed by a ranking officer.
    2. Make certain your "Next Scheduled Tour after Leaves" is entered on this form (this is the first day you wish to start your terminal leave). Vested interest separation is not entitled to terminal leave.
    3. If no longer performing police service, turn in your mace, helmet, MetroCard, etc. and unused summonses to your command. Have your command sign the property receipt form for your mace, helmet, MetroCard, etc.

Firearms Information

New York City Residents

If you are in possession of your firearms and wish to acquire a New York City pistol license, refer to the information on page 5.

Non-New York City Residents

Effective November 1, 1990, any valid New York State County Firearms Permit is valid in all of New York State, including New York City (for your Police Department authorized firearms only). If you do not have a valid New York State county of residence firearms permit on your retirement processing date, your firearms must be vouchered. Firearms may be vouchered at your permanent command or any convenient command that vouchers firearms. Firearms CANNOT be vouchered in your county of residence. See page 6 for county of residence contact information.

Checklist of Items and Information to Bring to the Police Pension Fund on Your Retirement Processing Date

"Property Receipt-Discontinuance of Service" form: Be sure this form is SIGNED by a RANKING OFFICER and "Next Scheduled Tour after Leaves" is ENTERED. You cannot file for retirement if this form is not signed by a ranking officer. You cannot file if you do not bring the form with you. List the numbers of all equipment and all firearm information. If you are returning to work, you do not need signatures in the "Received by" section on your retirement processing date. If firearms are vouchered, please bring a blue or green copy of the voucher.

Please bring the following information to properly fill out your medical coverage form:
a) medical coverage card; b) date you were married, divorced, widowed or filed domestic partnership; c) spouse/partner's name, birth date, Social Security number, employer and complete health coverage information including type and effective dates; d) children's names, birth dates and Social Security numbers.

Please bring your beneficiary's name, birth date, Social Security number and address. For direct deposit of your pension, bring a voided check and complete bank information.


Information To Be Covered during Your Appointment

The Police Pension Fund DOES NOT have access to your time records. Consult your timekeeper to verify how much time you have on the books and when all such time will be used up. Also consult your timekeeper about exactly when you worked any overtime that might affect your decision on a retirement date. When you appear at the Police Pension Fund for processing, you must have a retirement date (one date) in mind. The "Next Scheduled Tour after Leaves" section of the signed "Property Receipt-Discontinuance of Service" form must contain the date verified by your timekeeper.

Section 205-42, "Discontinuance of Police Service: Retirement or Vested Interest," of the Patrol Guide is enclosed for easy reference. Note these changes to procedure from what is listed in 205-42: your mace, helmet, MetroCard, etc. are turned in at your command; the patrol guide is not turned in; bring copies (not originals) of 28's for unpaid leave. Please call Retirement Counseling at (212) 693-5733 if you have any questions about the retirement process or the information in this booklet. Listed below is some of the major information to be covered during your retirement processing appointment.

  1. The procedure for returning Department property.
  2. The start and end dates for vacation and terminal leave and the consequences of waiving time.
  3. The effective date of your retirement.
  4. The amount of your partial payment check and the approximate time it will take to finalize your pension.
  5. The pension options that are available.
  6. When to submit an application for final withdrawal of funds upon retirement and how said withdrawal will affect your pension.
  7. The person(s)/organization(s) to contact concerning union and health benefits.
  8. Your tax status as a retired member.
  9. The legal course of action available if your disability retirement application is denied.
  10. Post-retirement employment restrictions.
  11. Earnings restrictions (Disability retirements only)
  12. The process and deadline to withdraw your retirement application (Service retirements and vested separations only)

Handgun License Processing Info for Retired NYPD U.M.O.S.

For N. Y. C. residents only. See the next page, if you reside outside N.Y.C.

Contact the NYPD License Division at (646) 610-5560 with any questions about the items below or any other questions about obtaining your N.Y.C. pistol license.

  1. To get the handgun licensing forms, go to www.nyc.gov/nypd and select "Permits" under "Find Services" in the directory. Complete one (1) "Handgun License Application" (PD 643-041). The application must be TYPEWRITTEN and NOTARIZED. You can type on the form and then print it. Also complete the "Acknowledgement of Person Agreeing to Safeguard Firearm(s)," "Affidavit of Familiarity with Rules and Law," and, if necessary, "Affidavit of Co-Habitant."
  2. You need two (2) recent (taken within the past 30 days) color photographs. The photos should measure 1½ inches by 1½ inches and show you from the chest up.
  3. Get a $89.75 postal money order or U.S. bank money order made payable to: NYPD. Payment may also be made by credit card. This fee applies to all applicants.
  4. If you have five (5) or more guns, you must bring two pictures of your gun safe: one of the safe open and one of the safe closed.
  5. Your fingerprints will be taken by live scan at the License Division.
  6. If your firearms were removed for ANY reason, the circumstances must be explained in a notarized letter.
  7. If your firearms were vouchered, you must also submit a copy of the voucher to obtain a release form.
  8. Two weeks prior to anticipated retirement processing date, hand deliver the following to the retiree section of the License Division, Room 110, 1 Police Plaza.
    1. completed application and other forms
    2. money order (if not using a credit card)
    3. photographs

In addition to applying for pistol licenses, N.Y.C. residents are required to apply for a permit for any rifles and shotguns they have. Information and forms may be downloaded from the website noted in number one above. Rifle and shotgun permits are applied for at: Rifle/Shotgun Section, 120-55 Queens Blvd, Kew Gardens, NY 11424, Telephone (718) 520-9300.

Subject: DONATION OF UNIFORMS
  1. The Ceremonial Unit of the Police Academy provides honor guard and pallbearer details to both active and retired members of the service in all ranks. The ceremonial unit/pallbearer detail personnel wear, as part of their winter uniform, the "choker" style winter blouse. Our supply of these chokers is limited to those donated by members of the service who are retiring. The Department does not purchase these uniforms for use by the unit. Because of the heavy use, which these chokers are exposed to in the course of conducting funeral details over the years, the propensity for wear and tear on these blouses is great. In order to maintain an adequate supply of presentable winter blouses for use by honor guard and ceremonial unit personnel, I would like to ask you to consider donating unwanted or unused chokers or summer blouses. We will be happy to provide members donating such garments with a letter, which details the donation as a tax write-off and will pick up the garments form the homes of members who reside in the city or the residence counties. In the course of providing pallbearer and honor guard details to both active and retired members of the service, one of the comments most often heard by the surviving relatives is how nice the choker uniforms look and how they remember when their family member used to wear such a uniform. We would like to ensure that an adequate supply of chokers is on hand to see us through the foreseeable future. Any assistance you could provide to us in this matter would be greatly appreciated.
